Missouri Customer Operations, Energy Delivery

A good number of Local 1455 members have been reorganized and are now part of the new Missouri Customer Operations, Energy Delivery organization.  The new organization will be headed by Brian Ripperda, Sr. Manager Operations Support.  The organization will include clerical, technical, and support personnel that are part of Energy Delivery and will encompass members in both of our Missouri contracts.

Many members in the new organization contacted this office with concerns.  First is they will report to new supervisors.  The second was their current supervision inferred that the work they currently perform could be transferred to other classifications and promotional series within the new organization.  Once the Union was notified we requested a meeting with the organization management and Labor Support.  We met yesterday and I wish to report the following:

Supervision has changed for all members in the new organization either directly or indirectly and is consistent with management’s rights.  Forty-eight of our members will be reporting directly to new supervisors and the remaining personnel will report indirectly through their current supervisor.

The Department has no intent to transfer work between classifications and promotional series and realize they do not have the authority to do so without agreement of the Union.  The Field Operation Associates are part of this new organization and the work they perform has been under review and changes have been made.    Some of the work they performed was eliminated, processes changed, and reorganized.  Some FOA’s have taken on the duties for all district offices through electronic transfer of work resulting in the group being downsizing through attrition.  The difference between the FOA’s and the rest of the new organization is that they all have the same job classification and duties.  The sharing of work between the districts began shortly after the 2012 Contract Stipulations were ratified by the membership to allow the transfer of work between districts.

It is a fair assumption that the new organization will be looking at every piece of work every employee currently performs.  They will be looking for efficiencies in work processes and the use of new technology.  If they can accomplish the work necessary to department operations with fewer people, I have to believe that is the end goal.

Please remember, you are part of IBEW Local 1455, and as such, are covered by the term and conditions contained within your Labor Agreement.  The Company cannot unilaterally make changes to your job specification, promotional series or any aspect of your employment without your involvement and the Union’s agreement.
